Drying intensifies the flavor and makes it easier to add specific amounts to other foods.They also last longer when dried.
The scoville scale is just used to determine the “hotness’ of chiles.
Usually the larger the milder. The scotch bonnet is supposed to be the hottest.

So they will not rot.
